This is very personel for each player. There is no perfect level. The perfect level is what you think is best.

I believe one could only reach the conclusion of which level is best, if they have played all custom levels, so as to be able to compare. And piega is correct; it is personal to the player.

Along with what the others have said, it also depends on the experience of the person making the level.

My personal choice would be 'The Last Crusade' by René, but I also loved 'Search of Imhotep' by Palopique.

I like levels with original and custom things...

but apart from this, I think one of the best level I played (or simply the best) is "The Lost Artefact of Heroic Mainless" by Mulf... infact I am desperately waiting for something new from him (but after 8 months since that one I will expect all customized from his next...)

Antarctic Base B9 by Emoo is excellent but so is All Hallows 2 (also by Emoo)

I would agree with most of what has been said. Each level is different, some are more puzzle based, some have more enemies, some are more of the 'find the right path' type and each player prefers and cares about different things.

That is one of the reasons for me to ask people to play levels and review and rate them (from their personal perspective) for my site to allow for some indication of the quality of a level.

Interestingly enough, after having played and reviewed 300+ levels myself, I feel I do not have a personal favourite level. It is more like 20 personal favourites because there are many, many really entertaining levels out there (and the new ones keep getting better and better )

I would go as far as to say that quite likely a level with an average rating of 8+ out of 10 should be fun to play and there is more than 100 of these.

So, yes, everybody will have one or more personal favorites and that is just how it should be
